The old saying among designers is: "That's not a flaw, it's a feature."  Whoever designed that page assumed that when you finish making an update, you are done with the page and will want to start on a new one. That's just as logical as your assumption, but different.  If you'd like to suggest a different approach, you could submit a JIRA report.
