Renting land without rights

Nobody.  According to the TOS, a landowner has full control over his land.  Linden Lab will not get involved in disputes between residents, so you will have to work out the disagreement between you.  Sad to say, some landlords are not as reasonable as the majority of them.

TOS, Sect. 6: "You are solely responsible for your interaction with other users of the Service, whether online or offline. We are not responsible or liable for the conduct or content of any user. We reserve the right, but not the obligation, to monitor or become involved in disputes between you and other users."

You can complain to anyone but the land owner is the only one who can do anything about it.
