How do I access the system to change land textures?

I have all LM permissions, but don't know how to go about changing the land texture.....I do know that years ago, there were for textures you could use a the same time,,  setting the elevations of each...

That hasn't changed in years, so you're OK.  See World >>> Region/Estate and then open the Terrain tab.
