Why is it I am getting charged for Linden but not receiving them.

It's not easy to tell exactly what's happening from your post.  There are two possible interpretations:

One possibility is that you are trying to register a payment method ( a credit card or a PayPal or Skrill account), and the attempt is failing.  To be acceptable, a payment method must be verified (that is it must pass a test to be sure that it can send and receive funds) and it must be able to transfer funds instantaneously.  To test, Linden Lab follows standard business practice and sends your payment method a signal that is interpreted as a bill for $1.  If the Lab receives a response within a few seconds, they send the $1 right back as a refund. (No money actually changes hands in either direction, but the protocol verifies that transfers work quickly both ways.)  So, if this is what you are trying to do, some part of the test failed. Note also that the test could fail if you were trying to use a debit card or a prepaid card of any kind, since those are not allowed.

The other completely different interpretation is that you are trying to buy L$ on the LindeX, but have used the Limit Buy option and set an offering price which is so low that nobody is interested in selling to you.  Linden Lab has put your money in escrow, waiting for a sale to be completed, but you could wait forever for that.  You should cancel the Limit Buy order (on your dashboard at secondlife.com >>> LindeX >>> Manage >>> LindeX Order History).  The money that the Lab has been holding will be transferred immediately to the USD balance in your SL account, where you can use it to place another order if you wish.  If you place a new Limit Buy order, I'd suggest setting a more realistic price.  If you're unfamiliar with how a currency exchange works, though, you may be better off placing a Market Buy order and accepting the current market price.
