If the hair is painted on the skin you cannot remove it.  you will need to change your skin.

If it's a tattoo layer you can right click and remove in your inventory.

Please note: hair bases and system hair are NOT the same thing.  We had a problem with this matter in another part of the forums.

A hair base is always either: painted on the skin, or a tattoo layer, or an applier layer.  The last is applicable to mesh heads only.

System hair has a wig icon in your inventory and you have to be wearing one at all times. You can change it, but not remove it.  They are nowadays only used for eyebrow positioning and are in fact invisible when the hair sliders are set to zero.

Find the new hair base in inventory, right click on it, and select Wear.  It will replace the hairbase that's there now.

Pixie is right, but her answer may be confusing.

To make sure we don't have ugly system hair sticking out through our pretty prim or mesh hair, we wear a special sort of system hair called a "baldy", "bald cap", "eyebrow shaper", or sometimes "hair base."  It is simply a system hair style with the sliders set to zero to make you bald.

This item is one of the "Essential Four"...four things that you must ALWAYS wear.  You cannot take them off, because to be without them would mean your avatar was incompletely defined.  So, instead of detaching or taking them off, you simply replace them with a similar item by using the WEAR command.  These Essential Four are: skin, shape, eyes, and system hair.

The OTHER kind of hair base, the one Pixieplumb describes, is a tattoo that you wear on your scalp.  It looks like a very very short haircut.  You don't need one for all hair styles, but it can fill in around edges or can be used with a bun to produce a tightly pulled-back look.  This will be a tattoo for classic avatars; if you wear a Mesh head, it will be put on with an "applier".
