Communicating with a Bot

Scripting the things that a bot does is the same as scripting anything else in SL.  If you want the bot to say something only to you, the owner, you use llOwnerSay.  If you want it to say something private to someone else, you use llInstantMessage or (better) llRegionSayTo.  If you want it to say something "out loud", you use llSay

The commands that you use to manage your bot, however, are handled by the software that you put on the server that is hosting your bot.  That's outside of SL.  There's a good summary of your options at http://wiki.secondlife.com/wiki/Second_Life_bot_software_comparison .
