I am having trouble loging in on the viewer what is going on here

If you logged out vs crashed, you should be able to login without a wait.

If you crashed out, an immediate retry will result in an error message, something about the system working on logging you out. That is a normal delay and usually only takes 2 minutes to clear at the most.

Depending on how and why the viewer crashed you can have various rare problems. Those are solved by restarting the computer. Then when you attempt a login the server will start cleaning up any remaining server-side connections not closed by the crashed viewer. As eyeye suggests logging into another region can avoid some of those left over connection problems. Use the web side Destination Guide to pick new places for login.

If you have been logged off or crached out for several minutes your login should happen within a minute or two. Any more time spent logging in almost always indicates a network conneciton issue or problems with the login server on the Linden side. Check the Grid Status web page to see if there are known problems in progress.

REMEMBER: A good Internet connection does NOT mean you have a good connection to the SL servers. Plus it is the season for network overload.
