It sounds like you didn't verify your PayPal account when you set it up.  You will need to review PayPal's instructions about how to do that.  Basically, a "verified" account has another source of funds as a backup, a guarantor that you have funds to pay with.  The other source may be a credit card or a bank account. 

If you are planning to use the PayPal account for SL, it is best to verify it with a credit card.  If that's not possible, you may verify it with a bank account, but then you must always maintain a cash balance in the PayPal account itself.  That is very important, because a bank cannot transfer funds to PayPal quickly enough to pay for on-line purchases.,  If you do not already have a cash balance in the PayPal account, your purchase (of L$ or Marketplace items or SL land fees) will be denied.
