How can I buy L$ with my us dollar balance?

as far i know you need payment info, only than you can use the USD balance.

LL doesn't allow anonymous transactions.

Alwin's right.  You'll need to add a payment method to your account...either a major credit card, or a verified PayPal or Skrill account.

I think it's very naughty of LL to allow you to SELL $L and transfer them to your $USD balance without a payment method, but not the reverse.  But that's the way it is, sorry.

Linden Lab wants to avoid making it easy to use SL for money laundering,, so they require you to have a payment method for bringing money into SL or taking it out. They need to allow you to sell L$ so you can use in-world earnings to pay land fees, but they assume that most people won't want to turn right around and buy L$ again -- thus paying transaction fees twice. It's cheaper to buy L$ directly with money from you credit card or PayPal account anyway, so that's the path they leave open for you. It's inconvenient for a few people, but it does make some sense.
