SL is not letting me relist my visa card How do i do this?

If it's any kind of prepaid/gift card or a debit card, that would explain it. When Linden Lab upgraded to a new credit processor over a year ago, they blocked people from adding new prepaid or debit cards, and started phasing out ones that had been in the system for a while.  If you're in that category, it sounds like they finally got around to yours.  If that's not the issue, I suggest calling the LL billing office.  You can call the Linden Lab billing team at the following toll-free numbers at any time 24/7:

hi.. k I have been to bank and contacted VISA .. apparently was a FRAUD ALERT put on my card in regards to secondlife.. It has been removed but I still cant put my visa card on again.. I really need to get this working, As I am deaf I can only use text messaging ..
