If the object you are trying to rezz would cause the region to exceed its prim allotment, then you will get that message.  So check the object and see how many prims it is.   If the object prims totaled with the existing prims would not in fact exceed the max, then you may want to restart the sim.

If the sim is divided into separate plots in different names, make sure that its not that particular parcel that is full.

If not and you own the sim or can get hold of the owner, restart the sim, because Ghost prims can use up the prim count without showing on the totals & a restart will clear them.

There is a rolling restart going on so if you can`t do it yourself LL should be by soon to do it
