will the rolling restart prevent me from connecting to the region?

Sometimes sims need to be restarted for other reasons (or they don't come back up properly after the rolling restart).  Try logging into a different sim.  You can look in the destination guide to find another location to log into.  

After you get inworld try TP'ing to your home region - if you're still not able to connect, if you rent, contact the landlord or estate agent, otherwise, file a support ticket to have the sim restarted.

I am having the same problem.  The region will not allow me to log in
