Sorry, no. LL removed the option of choosing last names for your account name (or username) earlier this year. The best you can do is to create a display name in world. This will be the name above your head, in chat, IM, and so on.

Not everybody sees display names, though. Each viewer give people the option to show these names or not, as well as user names and groups.

There are still a few 3rd party registration portals where you can register with a last name, they will eventually be closed down but for now some are still working.
