my sl voice chat isn't working, please help.

Possibly you are on land where the owner has turned off Voice.  You can check that in World/Parcel Details or About Land.

Maybe you don't have enough bandwidth for voice.  If you've set your bandwidth to a high number in Preferences/Network and Cache, SL may be taking all your available bandwidth and leaving none for the voice service.  Turn that slider down a bit.

Maybe you have other voice services that are conflicting.  You say you use Skype.  Try turning that off.

Maybe you have too many voice processes running and they are confusing your computer.  Hit CTRL+ALT+DEL/Task Manager and look at your running processes.  Stop any slvoice.exe ones you find, and anything that says "vivox".
