When will prims be raised on private regions?

"Soon".  Linden Lab is testing to be sure that the Mainland regions' servers can handle the increase first.  Since the Lab owns the mainland, they can have more control over things trhere if they start to go south.  Once they are confident that it is working, they will extend it to the private regions.  The best guesses are within a month or so -- just guesses.

I'll expand a little on what Rolig said by pointing out that even the Lindens are guessing on when they will be ready to roll the increase to private regions.
