Parcel next to mine can hear my youtube. I have checked the box on my parcel.

In the Sound tab in World >>> About Land, the option to Restrict gesture and object sounds to this parcel will keep streaming audio that you have identified by putting a URL in the box on that page. It will not restrict sound associated with a media stream that you identify in the Media tab.  You do, however, have another option.  You can use shared media (also known as Media On A Prim ) to play your YouTube video on the face of a prim.  Read https://community.secondlife.com/t5/English-Knowledge-Base/Shared-Media/ta-p/700145 . When you use MOAP, you are displaying the video in your own viewer, so other people around you do not hear or see it.
