You are correct to a point.  The avatar complexity will only affect what you or other see.  If your costume's complexity is high and everyone has adjusted their complexity sliders to the max, then all of your viewers will be trying to render everyone's costume.  Everyone will experience some rendering lag.  However, anyone who sets the slider to a much lower value will just see you as a jelly doll.  You will render much faster for that person (although not be as attractive).  In other words, the rendering lag that each person experiences depends on how high their own slider is set and on how many really complex avs are within range.

Scripts will not cause any lag, however. As long as there is any free time in the servers, scripts will use as much of it as they need.  If other things (a ton of avs, a lot of physical objects, a lot of rezzers ... ) use up the free time, the scripts will stall, but scripts can't use up the free time and make other things lag. The leading cause for lag is having too many avs around.
