0 Amethyst Jetaime
Unfortunately you have to choose midday each time you visit a new place where it is not midday in the SL viewer, even in Firestorm. I agree it would be nice to have a choice to fix midday where ever you go.

0 Whirly Fizzle
This change of always reverting to region settings after relog is intentional in the LL viewer - see Grumpity Linden's comment on BUG-8739. However, good news! You can still revert back to the old behaviour. If you do not have the Advanced menu active in the top menu bar of the viewer, use CTRL+ALT+D to activate it. Then Advanced -> Debug Settings -> Set EnvironmentPersistAcrossLogin to TRUE. If you set your local windlight to midday it should now stick on that setting on all regions and after relogging.
