Today's scheduled rolling restarts have just ended.  Try again or  log in to a different region.

That specific message can sometimes also be caused by a problem with your IP address.  Reboot your router and modem by unplugging both from the power for a few minutes and then restarting everything.  You might have to do that more than once to get your router to grab a new dynamic IP address.

Rolig is right...but that message can also appear if Linden Lab has given you an IP or a hashtag ban.  This type of ban is only awarded to people who have committed really egregious violations of the Terms of Service...or, very rarely, by mistake.  If Rolig's suggestions don't help, try filing a support case.  Ask if your account has been banned, and if so, appeal it.
