If it's a copyable item the merchant will often have a redelivery system or otherwise send you another copy. That type of message is something I'd expect to see from a vendor system which will usually have a built-in redelivery function. If it's a no-copy item the merchant probably won't send you another delivery because they have no way of confirming that you discarded the first one accidentally. They aren't required to do anything by Linden Lab either way.
