dear support ,6 oct i upgraded to premium , and got charged the land usage fee of 40us$ right away instead of next month , but i see card it cut money me frist 40us$ please look into it friendly greeting star.

This is the same question that you asked yesterday, and you accepted the answer, which was correct.  Look at the TOS (Sect. 4.3): "You acknowledge that it is your responsibility to ensure payment in advance for all paid aspects of the Service ...."

Just upgrading to Premium does not incur any land usage fees.  However, you ARE charged for your Premium dues.  The amount depends on the payment plan you selected...monthly, quarterly, or annually.

Land is a separate issue.

Your Premium account gives you the ability to own Mainland.  You get mainland by finding and buying a parcel that is for sale by another resident, or buying it in one of the land auctions.  The purchase cost of this land is in $L, and is charged immediately upon purchase.  

If the land is greater in size than 512 sq. meters, you will also be charged a monthly land usage fee, commonly called "tier."  This fee will be assessed one month after your first purchase of Mainland.

There is another possibility.  If you bought land on a Private Estate, it's a transaction between you and the Estate Owner.  Estate land fees are paid up front, rather than in arrears like Mainland.  Most Estate Owners accept $L, but a few have set up payment systems allowing you to pay for your land with $USD via PayPal.
