I am having trouble getting the game to move fluidly.

That is called "lag".  If your movement is really choppy indeed, then (assuming that you have a computer that at least meets system requirements) you have a crummy Internet connection.  You are geting a very low frame rate.  You didn't say what sort of computer you have, or what graphics card is in it.  That's usually the first step to figuring out what's wrong.

Use HELP->ABOUT... to collect information about your computer. Paste that info in with any technical question.

The first step in yur process is to figure out why you are lagging, choppy.

In your viewer press Ctrl-Shift-1 to open the Viewer Stats panel. Look for PING. This is a measure of how long it takes for a key stroke or mouse click to reach the SL servers and their feedback from the key or click to reach you. Around 250ms you start to notice a bit of lag. At 1,000ms and greater you have pronounced chop.

PING in the viewer is not a pure network meteric. Server and viewer lag gets incorporated into the value. If the server is contributing to the problem you will see Time Dilation droping below 1.0, but it isn't much of a problem until its <0.8. 

The is also server FPS (Frames per Second). The max is 44FPS. Below 40 you can notice some lag.

No server free time is also an indcator of an overloaded server.

If all those values are good, it becomes more likely it is your computer. If you see low viewer FPS and long PING times you likely have a computer that cannot carry the load. The Firestorm Wiki page Rolig referred you to provides the list of things you can do to reduce the load.

Avoid having other programs open while running SL. On my Quad Core2 machine having Chrome or Firefox open kills my FPS in the viewer. Also, I use Memory History Tool (free) to see what is using memory in my machines. With 4GB it is not hard for the viewer to consume all the avilable memory. At that point the viewer can get very chopy and suffer mini-freezes. Having 8GB of RAM allows way better performance. Not necessarily more FPS but less chop.

I could go on but, it would be easier if we knew more about your computer.

If you have recently updated Windows 10, there are a couple of things to do that help immensely with connection issues.

Go to Settings > Update & Security > Windows Update > Advanced Options and then change the "Choose how updates are delivered" setting to one of the following:
- Turn off the p2p file transfer completely
- Limit the p2p transfer to PCs on your local network

Basically your computer is tied into a peer to peer transfer network to download and upload patches whether you need them or not.  While this is good for Windows and lets more people get patches faster it is not good for your network when trying to run bandwidth intensive programs like SL.   

Also, be sure to update your NIC's drivers from the manufacturer.  The Windows 10 generic versions are not all that reliable.
