All my newly rezzed prims are phantom, when i rez them on my land...Three days now. Help please

Amethyst is correct.  Your region may have been set to turn off the normal physics of prims.  I know of a place that did this deliberately once, to negate the effects of a griefing attack.  We were wading through phantom builds for about four days until the problem got sorted.
