You should talk to your bank or credit card company, whoever issued the card to you, about this.  You charges from LL or Skrill may have been turned down or they may have placed a hold on paying.

My bank did this several years back because the payment processor that LL used had been flagged as sending through to many fraudulent charges from the internet.  They weren't committing fraud but apparently a lot of the charged they processed were from stolen cards.  I had assure my bank these were legitimate charges and assume all risk against fraud to get them to lift it.  They then called LL to assure them I was not fault and they would honor any charges from them.

there can be several reasons for companies, or countries to block certain payment sources.

That doesn't mean the problem is at your, personal, side.

For example in these weird times, some banks or bankowners and other financial companies are on a (inter)national blacklist ... as sanction for a regime... international fraude, and indeed ...terroristic support in one or other way, or any ther reason.

You can do nothing against this, other than ask your bank. And LL can do nothing else than comply to the rules of their government.. in this case... block the transactions.
