do paid users get a refund for this bad unability to log on?

1.5 The Service is subject to scheduled and unscheduled service interruptions and loss of server data, which you do not own and for which you will not hold us liable.

Linden Lab may on occasion need to interrupt the Service with or without prior notice. You agree that Linden Lab will not be liable for any interruption of the Service (whether intentional or not), and you understand that except as may otherwise be specifically provided in Linden Lab's billing policies, posted on applicable areas of the Service and/or Website(s), you will not be entitled to any refunds of fees or other compensation for interruption of service.

Likewise, you agree that in the event of data loss, we will not be liable for any purported damage or harm arising therefrom. Linden Lab owns the bits and bytes of electronic data stored on its Servers, and accordingly will not be liable for any deletion, corruption or data loss that occurs in connection with the Service. Linden Lab will solely determine any disposition of the electronic data stored on its Servers and will have no obligation to reproduce, process, transfer, extract or recreate any data from its Servers.

No you do not get any refunds. They make it clear the service is subject to interruptions and maintenance and there is no obligation for Linden Labs to refund you anything. The current problems affect everyone and you are not alone in this, even I cannot log in.

Relax and keep tabs on the grid status page. I can assure you they will get it back up as soon as possible. They hate downtime as much as we do. :)

Nope. 

You signed the Terms of Service,  Sect 9.2: "Linden Lab does not ensure continuous, error-free, secure or virus-free operation of the Service, the Linden Software, the Websites, the Servers, or your Account, and you understand that you shall not be entitled to refunds or other compensation based on Linden Lab's failure to provide any of the foregoing other than as explicitly provided in this Agreement. "

i had an account LAST YEAR.  I logged in today and yesterday  8/26/16

Somehow, someway my account that had over 1000L$ now has 81? and is my deleted account?

How is this possible and no  im afraid there is no help at all

That one's very easy to figure out. You probably belong to one or more groups that are charging you a fee for your share of group expenses (usually for listing group property or events in Search). Check your Transaction History for the most recent charges (within the past 32 days).
