Purchased a skin from a Gacha Machine. Transferred it and permissions changed.

It can happen if you set next-owner permissions differently. Or if you bundle an item with another item with more restrictive permissions.

You can review/set next-owner settings by right-clicking the item and selecting 'Properties', but for obvious reasons they can only be MORE restrictive, not less.

No, I didn't re-set anything or change permissions on the skin. I just transferred the skin to my alternate account.

Is it a skin type asset, or an object (e.g. applier)? If you rezzed it in-world as an object it can adjust its own next-owner permissions via script.

Next-owner permissions still seems like the most obvious cause.

It's a Skin and Applier sold as a Boxed Gacha item ( No Copy, No Mod, Transfer ) I rezzed it by dragging to ground, right click open and copy to inventory.

Yeah, labelled permissions can change after an item is rezzed or unpacked. It's no longer the same asset.

Boxes have one set of permissions, their contents often have a second set that's not contingent on the box.

...then how can the creator sell this as a Gacha item? The Gacha prizes are based on: Buy, Sell and Trade.

"How can"? Just the same as any other item. Permissions can be in any configuration, the creator always has full permissions.
I don't know if there are "rules" on what constitutes Gacha and what doesn't. If there are, they certainly aren't binding and will inevitably be ignored by someone.

There are rules for Gacha Machines and I've read and abided by them for several years as a consumer. I'm going to write a note to the creator, maybe she'll refund me. Thanks for replying.
