I saw on a youtube a refrence to "quick preferences" to adjust windlight settings. Where is this menu?

in Firestorm it's one of the buttons you can add/remove to the toolbar ( right click and choose wich you want to add)

That is a feature built into Firestorm and is not part of Linden Lab's standard viewer.
