I was charged for 5000 L and never got them along with an outfit i paid for which i never got.  Will I get them?

there was a unscheduled billing maintenance.

make a copy of your transaction history and send it to the seller. Explain what happened.

If he doesn't respond, you can try LL support, they are responsible for delivery.

i tried to buy lindens while not knowing about the downtime for billing issues. Will i receive my lindens i was charged for? I was charged twice and never got my Lindens I also tried to by a outfit which i was charged but did not recieve.

i sent a ticket in but you answer is not acceptable... i paid good money for lindens and an outfit... you owe me the lindens i paid for and the outfit ., or i want reimbursed for the money i paid for the lindens and the outfit there is no sense in this. if you are doing maitience on something then you should put out a notice to let people know.
