Your order will only pass if another user agrees with your rate. If not, the order will not fill, perhaps even not in long time. If it's really off the scale, the order will not fill in all eternity.
If you need a quick buy, always use the market buy. That's a little less amount of L$ for your dollar, but don't have to wait.
As long your order isn't filled, you can cancel it. Your money will get refunded to your USD balance and is avilable for your next buy.
