That's probably true. When you use llRequestAgentInfo to get DATA_ONLINE, you are submitting a request to the dataserver.  That request, by itself, has a forced delay of 0.1 seconds, so if you have people spamming the server with multiple requests, you can expect some delay in getting replies.  In addition, I see in the JIRA that SVC-6831, which reported delays of up to 10 minutes in reporting offline status, was never resolved.  That means you probably shouldn't count on getting quick answers, and you definitely shouldn't be submitting requests so fast that you overload the server.  In fact, there's not usually much reason to poll the dataserver for something like this more than once every few minutes, at most.
