cant buy lindens through my paypal account

try again a bit later, and if it's still not working contact billing or paypal...

It might have something to do with how your PayPal account is backed up ("verified").

If you use a major credit card, there should be no problems, as long as the card is valid and not maxed out.

If you use a bank account or a debit card, you must have enough money actually in the PayPal account to cover your purchase.  Linden Lab will not wait several days for money to transfer from your bank, to PayPal, to them.
