RLV is not available in the standard SL viewer, but it is an option in the Firestorm viewer, which you can download and install here >>> http://wiki.secondlife.com/wiki/Third_Party_Viewer_Directory .  Or you can install the Restrained Life Viewer or other third party viewers that offer that feature from the same page.

Most third party viewers have RLV functionality built in.  The most popular third party viewer is Firestorm, but you may want to try several to see which one you prefer.  The RLV functions in all of them are the same, but the interfaces and other features are not.
