My landlord asking less lindesns in adjacent property

There could be several reasons for the difference in price.  Maybe your parcel has a better view, or a larger prim allowance.  You'll have to ask your estate owner...and whatever she says, remember that in Second Life, She Who Owns the Land, Makes the Rules.  If you don't think her policy is fair, the only thing you can do is take your business elsewhere.

Its a homestead so all open and they commented that gift for sumer though that doesnt apply to me....they have said I could move to other half to reduce rate but would have to redo all what I have created on parcel
