Can't buy lindens. Help?

I tried to buy lindens to day, (I've bought lindens before with this same account and paypal details) and it didn't work. It gave me

 

We are unable to complete your request.

• Could not charge account.
• The system encountered an error while processing your order, please try again

How do I fix this? I've called Paypals themselves, and I was told there's nothing wrong. I also called my bank, and they said the same thing. Is there a bug?

word on the streets says if you are not an american you have have to buy them through the website   hope that helps

If you're not american, but already had paypal as payment method you can still use it. Just don't change your payment info...

Did you buy from inside the viewer or from your dashboard on secondlife.com?

Click on the Second Life logo top left here, click on account, click on billing information, make sure you have a payment method associated with buying from within the viewer.

I have the same problem im new in SL and i already used my credit card (Visa Electron) to buy some things from US and UK (im from Bosnia) and when i tried to buy lindens they just keep saying:

so what is best for me to do? I cannot contact them by phone is very expensive from here to call US
