If you are just seeking information, most of the shops that sell them give out info notecards that explain what their pets do and what you have to buy besides the pet.

You accepted the solution already, but i want to add this :

the message you get has to do with the fact you don't own the land where you tried it.

Go to a sandbox or other place that allows rezzing, there you can birth your dog

Keep in mind you NEED land to keep the dog, in your inventory it will get sick or eventually even dies because most need to eat .. and they only can while walking inword at a place that has abilities open for scripts, rezzing and objects ( = mostly onwed or rented land, sandboxes are not suitable for that)
