Can a private region that has been removed for lack of payment be claimed by a previous owner?

I'm slightly confused by your use of "a previous owner". If you're talking about THE previous owner - the single user who paid tier - then perhaps there would be the option. If this applies to you, consider Contacting Support.

My understanding is that this is pretty unlikely. Once a region is gone, I think it's gone for good. But I can't speak authoritively about what's possible, so give it a try.

when you mean with previous owner you sold to to another account, you have lost any rights on that region.

Easiest to solve is to buy a new one and rename.
