Go stand on the land, or inside your Linden Home.  Click World/Parcel Details, and then click the Abandon button in the About Land window that appears.

If you have donated any tier to a group, go to that group's info window, click the Land and $ tab, and remove your donation.

Now you should be able to downgrade your Premium account to Basic.  Remember, you will not get a refund for any unused time on your Premium subscription.  The account will show "downgrade pending" but you will have full access to your Premium benefits until the end of your current subscription period.
