There is no way you can on the website.  If you call billing they may be able to do it but may not.  No harm in asking though.

if i'm not wrong, LL will first use the USD on the balance, and only if there's nothing there billing the CC or paypal.

I'm sorry, I have to disagree with Amethyst.  Of course you can buy $L with your $USD balance!

Just click the Buy $L button on the left sidebar menu of your dashboard page.  Your purchase cost will be taken first from your $USD balance, and if you don't have enough there, your registered payment method will be charged.

I try to buy L$ with my USD balance, the invoice pop up and show me I have enough US dollar balance for the transaction, but then, I cannot press the "Buy now" button, and the payment is failed after I left the page.
