What happens when you get banned from a region for no reason?

Nothing happens. With owning land comes the privilege to ban everyone for no reason (or every reason). Keep in mind, almost all sims are owned privetly, so the resident who pays makes the rules who can be on their land and who can't.

Your only chance would be to contact the person who is in charge for Chapter Four and ask as friendly as possible what happened.
