"Capabilities" are the permissions that you need for getting access to your inventory, your groups list, you friends list, and several other vital databases.  Until you have those permissions, you are not logged in.  The problem may simply be that the server for the region you are trying to enter is having issues, so try logging in somewhere else.  Smith, Pooley, and Furball are nice, quiet, safe regions to try.

If that doesn't work, the problem is likely to be in your own Internet connection.  Reboot your router and modem and restart your computer.  See if that helps.
