i want to change my premium account in basic account , why i am not able to make this change?

most likely reason is you still own land, or donated tier to a group.

You downgrade will not work if that's the matter.

If you had donated or owned land, your tier will still count for whole current month, so you will still get billed.

Your downgrade will not be done before end of the current billing cycle.

Look at the last sentence in Alwin's response and remember that your Premium membership is prepaid.  If you tell Linden Lab today that you want to downgrade to a Basic account, you will still be a Premium member until the end of the period that you have already paid for.  You'll keep gettting your L$300 stipend each week, you'll have access to Live Chat and all categories of support cases.  You be able to use Premium sandboxes and get any Premium bonus gifts from the kiosks.  Until you get to the end of your current billing period, your status will be "Pending Downgrade".
