yes you have to buy it, some skins have no baked eyebrows...

for one a grrrrrr for the other more possibilities to adjust the look,

also for some mesh heads it's even better not to have baked ones on the applier, it can end up halfway the forehead or on your eyelids. There are so many different shaped heads that it's nearly impossible to use one texture for all. ( even when most use omega)
