no you can't directly, but of course you could put enough USD at your balance to cover premium fees and tiers for a year. LL will take the money from there first before taking it from a payment method.

I'm sorry I don't know what that means? I thought my balance could only contain Lindens and my tier had to be paid in RL currency. Did I get that wrong?

when you want to put money asside to cover your tier and premium fees, you can buy L$, than sell them. The exchange wil put this money in USD on your usd balance ( you have a L$ and USD balance on your account)

LL will always take first your USD balance, before CC/paypal/skrill
