There are four possible problems that can occur with PayPal.

1.  Your PayPal account is not "verified", that is, linked to a real world bank account or a credit card.

2.  If you link your account to a credit card, maybe the card has expired or is maxed out.

3.  If you link your account to a bank account, you must keep enough money in the PayPal account to cover charges from Linden Lab.  They will not wait several days for money to transfer from your bank, to PayPal, to them.  LL requires instant payment.

4.  PayPal has refused the charge for some reason.  Possibly the amount exceeds PayPal's limit on transactions with Linden Research, Inc., or for some reason they think the charge is potentially fraudulent.  There is a place in your PayPal account where you can tell them that the charge is legitimate.

And then of course, the problem could be on LL's end.  You can call Billing at one of the numbers below.
