Local Lights and activating 'flycam'

ok, can anybody explain this.. you have a sim with local lights, all showing, hit the flycam button, the lights on alphas turn off. some say there is a max amount that can be rendered, but not sure how/why the flycam has anything to do with it

is there any setting anybody familar with that eliminates this issue?
