How can I make clothes for mesh bodies like Isis, Venus, Freya, etc?

I really want to make mesh clothing for mesh bodies but they're not giving out dev kits anymore :( how can I make clothes that will fit without the dev kits? can I find base models, collada files anywhereon the internet that'll let me make these mesh clothing?
