Hello my pc is very old (7 years old & its hard to do anything on it ) so its time to make a new one but i do not know about those things , i cannot pay more than 700 euro , i want to be able to play sl 2 when it will be ready , so what  kind of pc shall i make? all over from start , i will keep my monitor all the other i will need new ones even the box . Ty for your time readng me , have na amazing weekend

Specs for Sansar are not available yet, ( there is NO SL2)  but it is nearly for sure a discounted home and garden pc will not give a performance you would want.

If you really want a machine for both worlds i would reccomend you wait till there's more info.

One approach might be to study the PC requirements for an Oculus Rift, which you can't buy for that budget, but if you scrimp a bit on a mid-range graphics card for now, you'll at least be able to play. 

The Oculus site lists requirements as follows:

Video Card NVIDIA GTX 970 / AMD R9 290 equivalent or greater
CPU Intel i5-4590 equivalent or greater
Memory 8GB+ RAM
Video Output Compatible HDMI 1.3 video output
USB Ports 3x USB 3.0 ports plus 1x USB 2.0 port
OS Windows 7 SP1 64 bit or newer

The lines I bolded are necessary independent of the video card, and pretty baseline for a decent PC. I'd make sure to get a big enough power supply (500W) and case cooling to handle the kind of graphics card you'll eventually need for an Oculus Rift or similar (if you decide to use VR for Sansar), but delaying purchase of a super-high-end graphics card is wise for now: both manufacturers have new generations of products in the pipeline (moreso than usual, I mean).

Somebody is bound to point out that with each new generation, graphics cards draw less power and dissipate less heat. True. Nonetheless, get a big power supply and lots of quiet case fans.

Not being funny but unless you buy several second hand parts I don't think you can build a pc that's 'good' for SL and or Sansar, newer 'gaming' graphics cards are longer so you may also need a new case.

I would go with Qie's suggestion that you make it at least Oculus ready. It will save a lot of money if you decide that vr is the way to go and getting higher end components pushes back the day you need to upgrade again. Ergo, you are not wasting money by buyinng better components.
