A physics layer is a special type of clothing layer.  It's invisible, but when you wear a physics layer, it makes your body...your belly, butt, and breasts...jiggle when you move, just as they would in real life.  The amount of "jiggle" is adjusted with a number of control sliders that appear when you go into Appearance and edit the physics layer.

You don't have to spend money for a physics layer.  You can create your own with a little experimentation, plus there are lots of free physics settings available.
