you pay for the highest amount of land use during a billing period.

If you buy it first day you pay the same tier level as if you bought it last day.

 

Even if you owned more land halfway the billing period for one single day, you will pay the higher tier level.

It might help to think like a lawyer or a dentist.  They typically bill clients for the whole hour, no matter how much of it they actually use.
