I'll give you some links to the official policies, but in brief:

  • Gambling (games of pure chance which require a payment to play) is not allowed, anywhere in Second Life
  • Games with a significant element of skill ("Skill Games") are allowed, under the following restrictions
    • They are only allowed in "Skill Gaming Regions"
    • Only approved games are allowed, and LL is not accepting new games for approval at this time
    • You must be 19 or older to enter a Skill Gaming region
    • You must have Payment Information on file
    • You must not reside or be connecting from one of the "prohibited states."
  • Note that the major restriction is on games that require a payment to play (a "wager").  I can have a game of chance or a skill game anywhere, and I can even set it to award prizes to the winners...provided that I provide the money for the prizes.
